Human Resources Compliance and Benefits Associate

The Sterling & Francine Clark Art Institute is accepting applications for a Human Resources Compliance and Benefits Associate. This position will be responsible for developing, recommending, and installing approved, new, or modified employee benefit plans and policies and for supervising the administration of existing plans and policies. This position will ensure that the Clark adheres to federal and state laws/regulations and in-house policies. The Compliance and Benefits Associate will also be responsible for enforcing legal regulations in all aspects and at all levels, as well as being responsible for providing guidance on all compliance matters.
  • Studies and assesses benefits needs and trends, recommends benefits programs to management, directs the processing of benefit claims, obtains and evaluates benefit contract bids, awards benefit contracts, and designs and conducts educational programs.
  • Administers all employee benefits programs such as retirement plans, medical, dental, vision, life insurance, disability, and wellness programs.  Responsible for open enrollment, new hire enrollment, maintenance, and records.  
  • Administers employee on-boarding process including new hire orientation, new hire packets, and benefits enrollment. 
  • Responsible for accuracy and presentation of benefits to employees. 
  • Conducts regular audits and reviews of processes, documents, tools, and workflows to ensure data quality, process effectiveness, and compliance with program and regulatory requirements. 
  • Develops or modifies plans to maintain the organization’s competitive position in the labor market.  
  • Handles benefits inquiries and complaints to ensure quick, equitable, courteous resolution.  
  • Assures organizational compliance with all federal and state laws/regulations and agencies.  Develops and maintains the Clark Art Institute’s compliance policies and procedures.  
  • Reviews exposure to FLSA, OSHA, EEO, and other requirements affecting human resources matters, and prepares information requested or required for compliance.
  • Reviews and manages worker's compensation and unemployment processes. Prepares information requested or required by government/regulatory agencies.
  • Assists with recruiting and interviewing program, including posting open positions, scheduling interviews, and orienting candidates.
  • Monitors job vacancies to ensure that open positions are advertised consistently, both externally and internally.
  • Acts as a liaison with payroll staff on all payroll-related HR issues, including new hires, changes, and terminations.
  • Acts as the technical resource of all HR systems, including the internal human resources drive, HRIS and onboarding system, and all other talent management systems. 
  • Maintains historical human resources records by designing a filing and retrieval system and keeping past and current records.
  • Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies.
  • Maintains confidentiality and applies consistency and fairness to the appropriate handling of issues and policy enforcement.


  • Five years of experience in benefits administration and human resources compliance.  
  • Experience in configuration, implementation, maintenance and customization of business application packages specific to human resources. 
  • Current, in-depth knowledge of compliance related to human resources and employee management.  
  • Proven leadership competencies, including communication skills, customer service skills, and problem-solving abilities.
  • Proficiency in Microsoft Office Suite and experience with HRIS systems and metrics. 
  • Bachelor's degree in human resources management, business, or another related field.
